Bass Coast Shire Council
Bass Coast case study: alternative models for the Municipal Emergency Coordination Centre
Case Study of multi-agency Municipal Emergency Coordination Centres (MECCs). Business continuity planning for Bass Coast Shire, along with regional emergency response exercises planned for 2015, identified the importance of investigating the impact on Council resources of setting-up and running a MECC.
Given climate change projections, it can be expected that the MECC will need to be active more often and for longer periods. This adds to the importance of investigating the MECC.
This case study will undertake a preliminary assessment of alternative models for setting up and running the MECC, including a mobile MECC. The assessment will consider the full cost and resource implications of alternative MECC models including maintaining critical business services and systems.

Mornington Peninsula Shire
Mornington Peninsula case study: cost effectively reducing fire risk
Council bushland in Mornington Peninsula Shire (MPS) is a potential source of bushfires which pose risks to life and property in adjoining residential properties and exposes Council to liability.
An increase in extreme and high fire danger weather projected under climate change could increase these risks. Managing the risks, through a combination of site management (e.g. fuel reduction) and bushfire preparedness education of residents, currently involves substantial expenditure each year by Council and other agencies. Available evidence though, indicates that this expenditure is having only limited impacts on residents’ bushfire preparedness.
This case study will examine alternative approaches to bushfire awareness and management education to see if they can achieve better outcomes in terms of bushfire preparedness, lower cost to Council and ultimately reduced exposure to liability. The case study will draw on data from a selected ‘high risk’ community in MPS to assess suitable approaches for all high risk fire areas within the Shire.
Kingston City Council
Kingston case study: options to reduce heatwave risk and energy consumption
Heatwaves are a major cause of illness and premature death in vulnerable community members, especially the elderly. ‘Aging in place’ is the preferred policy direction of all levels of government. Council must find ways to support residents to protect themselves at home during heatwaves.
An Energy Saver Study has identified numerous options for improving the thermal comfort of vulnerable householders in Kingston and other ways of reducing risks to vulnerable community members during heatwaves. Many of these measures also have the potential to reduce household energy consumption.
This case study will provide a business case of alternative portfolios of options for simultaneously reducing the risk of heatwaves and energy consumption. The business case will be used to support applications for private or public sector funding.

City of Greater Dandenong
Dandenong case study: reducing financial risks through better stormwater planning and infrastructure decision making
Extensive development and associated loss of porous surfaces in the Mile Creek Catchment is creating significant strain on drainage infrastructure in parts of Dandenong leading to frequent and sometimes extensive flash flooding.
This causes temporary displacement, damage to property and other infrastructure and strain on Council parks staff who have to clean up following the flooding. The severity of flooding is likely to increase in the future given rainfall projections indicating an increase in maximum rainfall intensity.
This case study will examine alternative approaches to planning and management of stormwater in the catchment including planning controls on impervious surfaces and infrastructure upgrades. The assessment approach will be used as a model for Council, decision making in other areas.
City of Casey
Casey case study: reducing the financial risk to Council of public and private infrastructure inundation in Tooradin
Low lying coastal areas in Tooradin are already subject to periodic inundation linked to high tides, and storm surges. Projected sea level rises are expected to increase the frequency and severity of inundation in the future increasing risks of damage to assets (natural & built) and pressure on the reticulated sewerage system.
Council faces liability, reputational and financial risks in the medium to long term if it does not take suitable steps to address the issue. This case study will assess the costs and benefits of alternative strategies for addressing the issue including planning, infrastructure and innovative design, with a focus on a strategy that achieves the best financial and economic outcomes for Council and the community in the long term.
An important factor to consider in the assessment will be flexibility of response in the face of uncertainty.

Cardinia Shire Council
Cardinia case study: alternative approaches to natural disaster response
This case study will examine alternative processes to natural disaster response and recovery using response to 2011 and 2012 floods in the Shire of Cardinia as the base case.
Although the Council received Natural Disaster Financial Assistance through the Victorian Government, delays in reimbursements and restrictions on expenses that could be claimed left council financially exposed.
The potential for more severe and/or frequent flooding under climate change means that exposure of this nature could become more severe in the future. The business case is assessing different processes and funding models – both internal to the council and external – to determine whether an alternative model will reduce the financial risk to council.

Bayside City Council
Bayside case study: cost effectively reducing stormwater flood risks
Certain areas of Brighton are already subject to frequent flash flooding due to under capacity of drainage systems.
This flooding is having significant impact on local residents and Council, including damage to public and private infrastructure and service disruptions including local access and to the metropolitan trainline. The severity of flooding is likely to increase in the future given rainfall projections indicating an increase in maximum rainfall intensity.
Council may face liability issues if the problem is not addressed in the future. This case study will assess the costs and benefits of alternative options for addressing the drainage problem identified in an earlier drainage system hydraulic analysis. The approach used in the assessment can be used as a model for assessing options in other contexts in the future.

Baw Baw Shire Council
Baw Baw case study: Reducing the financial risk of landslips on transport assets and services
Extreme rainfall events in 2011 and 2012 led to numerous landslips in the Shire of Baw Baw, resulting in road closures and loss of service to the community. Some stretches of road were impacted more than once in the space of a year.
Council received Natural Disaster Financial Assistance to replace the affected roads. The assistance only covers ‘replacement to the same standard’ however. Also, delays in reimbursements have left council financially exposed.
This case study will assess whether replacing assets to a different standard following a flood or storm has the potential to achieve a better financial outcome for Council and a better economic outcome for the community overall, particularly in the context of climate change. The case study will focus on major landslip sites on two roads in the Shire.
